2. Legislative advocacy and timely, relevant information.
Lobbyist Forbes McIntosh has been retained by RSA Wisconsin to regularly provide members with well-focused information about activity in the assisted living field, and assist the association with lobbying and legislative efforts as decided upon by the Board of Directors. He distributes weekly legislative reports containing information on new and ongoing bills introduced, articles of note in major news sources, and details of upcoming public hearings, state released memos that pertain to the assisted living industry, and any other pertinent information. Quarterly Newsletter containing necessary industry and association news about upcoming events, current legislation, human resource articles, training tools, and other important notices.
The Annual Conference offers the complete scope of DHFS required training topics and training hours to all staff from owners to direct care workers. Keynote and breakout sessions are offered over the course of three days, during which time roundtable sessions will also be held for decision makers of agencies, and an exhibit fair showcasing products and services of affiliate and industry members. The program is an outstanding blend of professional development, technological advances, financing issues, program model presentations and resource development.

What
is the Residential Services Association of Wisconsin?
The
Residential Services Association of Wisconsin (RSA Wisconsin)
is a not-for-profit membership and service organization
comprised of operators of all community living arrangements
and interested agencies and citizens throughout the
State of Wisconsin.

Philosophy
It
is the philosophy of RSA Wisconsin to encourage and
endorse the provision of quality services in a homelike
setting to individuals in need of transitional services,
to aid them in achieving the maximum level of independent
living possible.

Purpose
The
purpose of RSA Wisconsin is to provide a forum for the
exchange of ideas and problems related to residential
treatment and care, to identify common areas of concern,
and to pool our resources and expertise toward the resolution
of these problems.
Additionally, RSA Wisconsin provides training
and education to meet the needs of operators and their
employees in administering and implementing residential
programs.

History
RSA
Wisconsin was first organized in the early 1960's as the
Wisconsin Association of Residential Facilities (WARF)
by the early pioneers of Wisconsin's halfway house movement,
who were in need of a network of residential program professionals
with whom to share ideas, common concerns, and problems.
In 1967 the organization was incorporated;
its first office was established in La Crosse in
1977. Currently
RSA Wisconsin is located in Milwaukee.

Organization
RSA
Wisconsin is governed by an elected Board of Directors
representing various service target groups throughout
the State. Board
members are nominated from the membership.
The Board is comprised of a President,
Vice-president, Secretary, Treasurer, Past President
and represents the following service areas:
alcohol and other drug abuse, mental health,
elderly, community corrections, children's group homes,
and developmentally disabled.

Services
and
Events
Annual
Convention: A yearly two-day convention representing
a broad spectrum of educational events including lectures,
workshops and exhibits.
This convention is attended by over 200 CBRF
operators, managers and their employees.
RSA
Wisconsin sponsored
training and workshops:
RSA Wisconsin conducts training seminars and
workshops for and about topics of interest to CBRF operators
and their employees. Recent topics have included training for CBRF managers and
discussions on licensing issues. These seminars are
designed to meet the training requirements of the state
of Wisconsin.

Legislative
Services
Legislative
and regulatory
monitoring is provided by RSA Wisconsin's public
affairs and legal counsel.
When appropriate, RSA Wisconsin will provide
assistance in addressing legislative and regulatory
issues of concern to all CBRF operators by attending
hearings, reviewing
proposed legislation or regulations and providing information
to members on a regular basis.
