WISCONSIN LONG-TERM CARE UPDATE

Wisconsin State Revenue Shortfall Estimated to be $300-$400 Million
The Director of the Wisconsin Legislature’s Legislative Fiscal Bureau last week reported to the co-chairs of the Joint Finance Committee that the State’s revenues could be revised downward (shortfall) of $300 - $400 million.  This shortfall is for the entire 2-year budget (2007-09 biennial budget).  The director has suggested that the Legislative Fiscal Bureau wait until February before issuing formal re-estimates, since a number of negative economic reports have been released since the January forecast was prepared.  Also, it would allow the Bureau to look at sales tax revenue from the Christmas season.

Due to the size of the impending budget shortfall a “Budget Repair Bill” may have to be introduced and passed to fix the revenue shortfalls for the current fiscal biennium.

The day before this fiscal report was released, Governor Doyle stated in his “State of the State” address to the Legislature that Wisconsin like other states is facing budget deficits and a “very difficult fiscal situation”.  Governor Doyle stated to the legislature Wednesday night, “We will have to delay some of the things we all agreed on.  We will have to make deep cuts and hard sacrifices.”

What programs would face cuts remains uncertain.

Anticipated Implementation of Family Care, by County, in 2008
The Department of Health and Family Services released the following table, which identifies planned start dates for new Aging and Disability Resource Centers and new Managed Care Organizations in  Wisconsin in 2008.  Please note there are factors may arise that cause delay in the certification and, subsequently, the implementation of either the ADRC, MCO, or both.

when the County has a Conflict of Interest.
This memo explains the process for assigning an investigation to another county's elder adults/adults-at-risk agency if there is a potential conflict of interest. The memo also provides a form for notifying the Department of Health and Family Services. This memo only deals with the response and investigation process. It does not address the provision of services by the responsible county, generally the county that received the report.

Administrative Rules

HFS 107 Scope Statement: DHFS will be modifying HFS 107 relating to allowing recipients of Medicaid services to obtain certain medications in a supply sufficient to last 100 days.  At present recipients may only obtain up to a 34-day supply of these drugs.
