Update: Budget: Last Three Public Hearings to be Held
Joint Finance will Begin Amending Budget Week of April 16, 2007
The Joint Finance Committee has held three public hearings on the state budget (Senate Bill 40) over the past two weeks, now only three more remain. The last public hearing will be held on April 12th and on the week of April 16th the Joint Finance Committee is expected to begin voting on committee amendments to the 2007-09 Biennial Budget. It should be noted that traditionally approximately 90% of what the Joint Finance Committee does to the budget – remains in the budget when it is sent to the Governor. That is why it is so important for long-term care providers to testify at these public hearings; host legislative visits with state senators and assembly representatives; and, provide letters and calls to state legislators on the budget.

DDES Memo 2007-05 (March 29, 2007)
Demonstration Funding Available to Counties/Tribes for Mental Health/ AODA Screening in Child Welfare Agencies: This memo describes the process for tribal and county child welfare agencies to apply for funding to participate in a mental health and substance abuse screening pilot project for children and families involved in the child welfare system. Proposals and requests for funding are due to the Bureau of Mental Health and Substance Abuse Services by April 27, 2007. Announcement of successful candidates will be made by May 9, 2007.
OBMS Memo 2007-03 (March 19, 2007)
Required Human Services Revenue Report (HSRR) for County Departments of Aging: The purpose of this memo is to share the revenue/expenditure report that County Departments of Aging are required to complete for CY 06 expenditures and revenues. This report it due April 30th 2007. If the Aging Unit is part of the Human Services Department, all aging data is to be reported on the DDE-2540 Human Services Report (HSRR) (Excel), is a companion form to the DDE 942 (PDF) that county departments of human services, social services and community programs complete on an annual basis. County Departments of Aging, except the Milwaukee County Aging Department, are not required to complete the DDE 942.

Expenditure and Revenue Reports: The purpose of this memo is to share the instructions and reporting forms for the DDE-942 Expenditure Report (PDF) and the DDE-2540 Human Services Revenue Report (HSRR) (Excel) to be used for CY 06. These reports are due annually. The DDE-942 is due March 25, 2007. The HSRR is due April 30, 2007.

LRB 1435 and LRB 2164: (Minimum Wage) Raise Wisconsin’s minimum wage from $6.50 per hour to $7.25 per hour effective September 1, 2007. In addition, the minimum wage for separate categories of employees such as tipped employees and camp counselors would be increased by the same percentage of 11.5%. The minimum wage would be indexed to inflation annually beginning on September 1, 2008.
